Proposes general requirements for structural design. It states performance objectives and provides deemed to comply methods that include design procedures, design action levels, reference to design actions, methods of analysis and methods for confirmation of a design. The new concept of design action levels is introduced in this draft. It is equivalent to the important factors used in the existing loading Standards but extends the flexibility of the system and provides a more transparent mechanism for choosing load values for design.
